Government Resources in Bellaire

The city of Bellaire was incorporated as a city in 1918. The city has operated under a Council-Manager form of government since the late 1940s. A mayor and 6 city council members are elected at large and serve regular terms of two years and four years respectively. Local city-wide elections occur every two years on the first Tuesday in November of odd numbered years. In conjunction with federal, state, county, and school district elections. The city contracts with Harris County to provide voting locations, election officials and equipment.

Bellaire has a City Manager who oversees and manages day to day services and operations of the city. The city manager’s office consists of a City Manager, Executive Assistant to the City Manager, Assistant City Manager and Community Relations Administrator. When the Bellaire City Council passes legislation and resolutions that impact the city of Bellaire it is the job of the city manager’s office to execute on those policy decisions and provide management and support to the city and its organizations.

As far as flood protection information is concerned, the city of Bellaire is dedicated to minimizing the loss of life and property that is associated with flood events. Education and prevention are valuable and proven tools that help communities in Bellaire become resistant to these natural disasters. Basic homeowners’ policies do not cover damage from floods. The City of Bellaire participates in the National Flood Insurance Program, which means that federally subsidized flood insurance is available to everyone in the city.

Public works provides recycling for residents of Bellaire through curbside collection. The city of Bellaire recommends that you have your garbage/recycling/brush set out the night before no later than 7:00 a.m. on the day of your scheduled collection. Heavy trash can usually be accommodated for disposal by making an appointment with Public Works through their website or by phone.

Finally, the Bellaire Parks, Recreation and Facilities Department offers programming, activities, special events, and oversees building and lawn maintenance of all City buildings and parks. The parks and rec sponsors events throughout the year for the community. Examples of these events include a Daddy Daughter dance, 5K race known as the Bellaire Trolley Run, Independence Day Celebration, and a summer picnic in the park. The Bellaire Community Center is also available for rent during the year for your own celebrations and functions.
